The forum should include a broad representation of knowledgeable testing stakeholders from HHS and its component agencies along with other relevant federal agencies, jurisdictions, the public and private sectors, academia, and nonprofits. This forum should include key decision makers and facilitate two-way discussion. (Recommendation 3)
